The main functions include administration of the labour force, wages, social security and workers' welfare, and labour protection :
Labour Force Administration
Labour force administration generally comprises two interrelated aspects, namely, administration of the labour force, as a whole, and that of the workforce in enterprises. The former covers overall planning and employment creation and vocational and technical training of the manpower reserves and

different regions, departments, and enterprises. The latter includes decisions on work norms and personnel,
organisation, on-the-job vocational and technical training, reward and punishment of employees, labour discipline, etc.
Wage Administration
Wage administration mainly covers drawing. up the plan for the total payroll and the level of wage increases; study and determining the system of wage scales, wage standards, awards, and subsidies in different industries and enterprises; adjusting wages and differentials between
between various categories of workers and employees according to the provisions drawn up under State policies; and controlling and supervising disposal of wage funds by various units.
Social Security and Workers' Welfare Administration
Social
security
and
two
workers' administration concerns chiefly
areas; first, determining and fixing benefits under schemes for old-age
medical
pension,
insurance,
and
unemployment insurance and in the case of sickness, injury, maternity, and death; second, establishing collective welfare facilities and implementing welfare subsidy schemes (such
as home leave and poverty subsidies).
