The following points are worth noting:

National workforce recorded in 1989 was 505 million of which 140 million (or 26%) belonged to the urban workforce.

The unemployment rate could reach 38 in 1990 (non-rural sector); the record high of 5.4% was in 1979 and the unemployment rate had declined over the years to 2% in 1989.

The promulgation of a comprehensive set of labour laws is currently under consideration including the feasibility of introducing collective bargaining system.

Visits to institutions and enterprises

A half-day visit was arranged to the Centre of Boiler and Pressure Vessel Inspection and Reasearch (CBPVI). The centre was very well-equipped with a computerised databank on current developments in boiler and pressure vessel technology. A CBPVI centre will soon be established in Shenzhen. The possibility of setting up a CBPVI centre in Hong Kong was raised by the Chinese.
