Composition of delegations and

procedure of the Conference

The composition of the Eleventh Asian Regional Conference will be governed by the Rules concerning the Powers, Functions and Procedure of Regional Conferences Convened by the International Labour Organisation (hereinafter "the Rules"), as approved by the International Labour Conference at its 31st Session (San Francisco, 1948) and as subsequently amended. I have pleasure in enclosing herewith a copy of the Rules.

In accordance with Article 1, paragraphs 1 and 2, of the Rules, countries taking part in the Conference are invited to send a tripartite delegation composed of two Government delegates, one Employers' delegate and one Workers' delegate, accompanied by such advisers as may be deemed necessary. Only delegates have the right to

vote.

In this regard I would draw your attention to Article 1, paragraph 4, of the Rules, which requires that Employers' and Workers' delegates and advisers shall be chosen in agreement with the industrial organisations, if such organisations exist, which are most representative of employers or workers as the case may be in the State or territory concerned.

In accordance with the resolution concerning the strengthening of tripartism in the over-all activities of the International Labour Organisation adopted by the International Labour Conference at its 56th Session (1971), I would be grateful if you would be good enough to take the necessary steps to ensure the tripartite character of your country's delegation.

The above-mentioned Rules also govern the procedure of Regional Conferences convened by the ILO. As regards the procedure of the Eleventh Asian Regional Conference, however, I venture to draw your attention to the fact that at its 78th Session (June 1991) the International Labour Conference, on the recommendation of its Selection Committee, adopted a resolution concerning a simplified procedure designed to shorten the duration of the Conference to seven calendar days. The implications of the new procedure for the practical organisation of the Eleventh Asian Regional Conference are spelt out in the resolution itself, a copy of which is attached. the other provisions of the Rules remain applicable.
