1. You may have seen copies of Hong Kong telnos 1309-1311 (copies attached) in which HKG accept the argument advanced in your minute of 2 April and FCO telno 718 that the Convention for the Protection of the World Cultural and Natural Heritage and the Convention for the Regulation of Whaling and its Protocol should continue to apply to Hong Kong. They have supplied us with further draft papers in respect of these two treaties.

Bearing in mind the advice requested by Hong Kong in paragraphs 2 and 3 of Hong Kong telno 1309, I should be grateful for your comments on these two draft papers. should also be grateful for any comments which copy addressees may have.
