The IPFC Standing Committee on Resources Research and Development (SCORRAD) had already carried out in-depth review of its role and functions at its Fifth Session in February 1987 and its report to the IPFC was also exhaustively discussed at the Twenty- second Session of IPFC in February 1987. The IPFC Committee for the Development and Management of Fisheries in the South China Sea (CDMSCS) reviewed its structure, functions and responsibilities at its Sixth Session held in December 1988 as well as at the subsequent meeting of an Ad Hoc Working Group held in March 1989. At its Eighteenth Session, COFI again reviewed the FAO regional fishery bodies and their role in TCDC and ECDC. regard to IPFC it recommended that an in-depth review of its functions and structures be undertaken with a view to revitalizing it and strengthening its activities in the technical and policy fields.

This document, which should be read with IPFC/90/Inf.12 (i) provides some information on
the IPFC and its subsidiary bodies to assist the Commission in its task and (ii) presents some amendments to the Terms of Reference of SCORRAD and the Working Parties
the Working Parties on Aquaculture and Inland Fisheries, arising from the decisions made by the Commission at its 22nd Session.
3. It may be mentioned that the need for a thorough review of the functions and responsibilities of the IPFC was last felt at its 16th Session in 1974. On that occasion, the IPFC set up an ad hoc committee open to all its members for this purpose. Some references are therefore made in this document to comments/conclusions of this ad hoc committee.
