INTERNATIONAL CONVENTION FOR THE REGULATION OF WHALING 1946: APPLICATION TO HONG KONG (AND OTHER DEPENDENT TERRITORIES)
1. My reading of the past history of FCO policy on whaling in preparation for my attendance at the IWC meeting in Reykjavik next week has now taken me up to the 1988 files, in which I have discovered two papers which may help you in your deliberations. The first is a minute from your predecessor, Glen Plant, to MAED and the second a minute within MAFF; the conclusion then was that because the UK ratified the ICRW before 1963 it applies to Dependent Territories even though they were not specifically mentioned.
