We have nothing to contribute on Telegram No 1309. In para 2 of Tel No 1310, there appears to be a typing error as the date the United Kingdom ratified the Convention should read "29 May 1984".

3. The third telegram, No 1311, is more of a puzzle. Whilst the details of the 1946 Convention and the date of its entry into force are correct we have nothing in treaty records to show that the UK ratification on 17 June 1947 included Hong Kong. The same applies to the 1956 Protocol, the details for which are correct but again we have no record that the UK ratification of the Protocol on 23

May 1957 included Hong Kong. The United States are depositary for both the Convention and Protocol and a check of their List of Treati in Force on 1 January 1990, shows the UK to be a Contracting Party but makes no mention of Hong Kong (or indeed any other dependent territory).

1. Could this Convention have been confused with the Convention for the Regulation of Whaling concluded at Geneva on 24 September 1931 and which entered into force on 16 January 1935? The UK instrument of ratification was deposited on 18 October 1934 (TS 33 (1934) Cmd 4.51). The Convention was extended to a long list of dependent territories, including Hong Kong, on 17 February 1937 (TS 56 (1937) Cmd 5654 page 8).
