1. In paragraph 2 of his minute of 21 May 1991 Julian Evans suggested that NTCD might have papers on a 1985 file about the application of the 1946 IWC to Hong Kong.

Whilst we appear to have nothing on file about the IWC there is a lengthy minute dated 24 January 1985 from Sir John Freeland (copy attached for ease of reference) about the general question of the application of treaties to the UK dependent territories. Although passing reference is made to previous practice Sir J Freeland's minute is, unfortunately, designed specifically to cover action in the future, not to provide an opinion on what has happened in the past. Nevertheless, you may find this useful background information.
