1. The above Executive Council Paper was deferred until the last meeting October to enable me to find out more information about the way to tap the considerable funding sources believed to be available. I have passed a cop: of Smith's helpful minute of September 18th over to the Chief Minister and the Minister for Natural Resources, I seek guidance as to the way ahead.

It is unfortunate that DTs were not included in the UK National Report in 1990, particularly in view of the opinion given by ESED, that it is inappropriate for us to prepare separate National Reports. I seek assurance I can pass on to Ministers that this DT will be included in the promised up- date early in 1992. With respect I do not think it is a case of considering "whether" the DTS should be covered but "how" they will be covered. Our technical skills and manpower availability to assist in preparation of our section of the UK Report and indeed to prepare project documents which might qualify for assistance is extremely limited. I note that it is said that if a suitable project can be identified it is possible for us to apply for GEF funding. Again, I think we would need assistance in identifying such project
