Lord Caithness has seen Mr Davies' minute of 1 November. He has commented:
"I believe this is the right advice. We will get credit for this when it happens. The French minimized criticism of their Minister's visit to Taiwan but undertaking it at the same time as a Chinese visit to France. If I am in China and have left Peking we could also get away with less criticism than to announce it now just after the Vice-Primier's visit and while the potential orders for aircraft and engines are being considered."
