In order to realise the objective of "gradually

leadership of the Ministry of Civil Affairs, the Municipal
Party Committee, and the Municipal Government, started to
search for an

social welfare, based on the actual situation which is best
suited to the characteristics of the Capital. We strongly
encourage the principle that social welfare should be
provided by
by the community and stressed the importance of a
reasonable positioning of our social welfare facilities,
multi-dimensional developments on the basis of systems and
networks.
After years of hard work, an urban social
security system which stress "the 4 levels (namely the
city, the district, street and neighbourhood committee) and
the 3 lines (the elderly, the disabled and family members
of disabled serviceman) as well as street networks" has
been established at a reasonable scale.
