The scope of social welfare work in

The work of the Ministry of Civil

Affairs in this field mainly include care for the aged,

welfare services for the disabled,

welfare production,

community services and the prosthetic production.

1. Social Welfare Service Units

The urban social welfare service units under the

management of the Ministry of Civil Affairs include social

welfare institutions, children's welfare institutions and

psychiatric

hospitals. At

total present, a

of 1078

different kinds of social welfare institutes are run by the

Ministry of Civil Affairs, with 73,600 beneficiaries.

(i) Social Welfare Institutes.

These

institutes

mainly take care of the elderly who belong to the

group of the 'three have-nots' (those whose have

no one το depend on, the homeless and those who

have no source of income).

These institutes,

being units providing comprehensive social

services, also accept some disabled children and

mental patients.

At present, there are 890 social

welfare

institutes

beneficiaries.
