MAIN FUNCTIONS:
Studies and implements the development strategy and medium- and long-term development plans in civil affairs in accordance with the overall plan for the national economic and social development works out and implements annual work plans; studies and formulates principles, policies, laws and regulations governing the works of grass-root government bodies, rural village committees. urban neighborhood committees, special care efforts, settlement of lemobilized soldiers and others. disaster relief. social welfare. administration divisions, mass organizations, marriage, funerals and interments, -accommodating and repatriating people in special case andother routines, and organizes their implementations: supervises local government construction, and mass autonomous organizations: studies and works preferential policies for service men and
employees of government organs, organises efforts on supporting the army. giving preferential treatment 1ɔ families of revolutionary amry men and activities in memory of martyrs; manages institutions which take special care of disabled service men and memorial buildings to the martyrs, arranges for the settlement of the demobilized soldiers and retired officers, guides local military provisions and manages rest homes for retired officers; handles rural zelief work, monitors disasters issues relief funds and materials,organises efforts against disaster damage, and supervises the use of relief funds and materials, pushes cooperative insurance on disasters in the real areas, organises assistance to the poor in rural areas; manages relief
