DEPARTMENT OF INTERNATIONAL EXCHANGE AND COOPERATION In charge of the international exchange and cooperation in the field of personnel management and public administration, and formulation of the policies and plans for sending specialists to other countries.

• Sponsoring the implementation of expert-assistance projects to foreign countries in accordance with bilateral government agreements.
Sponsoring overseas studies of civil servants.
• Participating in relevent activities of ILO.
• Management of the daily work of international exchanges and cooperations in the field of personnel management.
DEPARTMENT OF CENTRAL GOVERNMENT STRUCTURE AND ESTABLISHMENT
Formulation of general laws and regulations for the administration upon structures and establishment of governmental organizations.
Handling the routine work of the reform program of central government organs. Study of the approaches to establish and improve the operation mechanism of central government adminintration.
Drafting of proposals for functional adjustment of the central administrative organs. Coordination of the functional adjustment between central and local governments. Examination of the bureau and departmental structure and establishment of central government organs.
• Formulation of establishment criterions of institutions and undertakings in joint efforts with pertinent departments.
Examination and ratification of the structure and establishment of the institutions and undertakings affiliated to the ministries and departments of the State Council. DEPARTMENT OF LOCAL GOVERNMENT STRUCTURE AND ESTAB- LISHMENT
Drafting and implementing laws and regulations of the administration upon the structure and establishment of local government organs.
Studying and formulating in joint efforts with governments of provinces, autonomous regions and municipalities their structural reform programs.
Examination of the total number of administrative staff in governments of provinces, autonomous regions and municipalities.. ́
