Examination and verification of the personnel awarded and commended in the name of the state.

DEPARTMENT OF POSITION SYSTEM

• Development of the system of position classification, the enforcement of the system, and the management of the position schemes in the civil service.

Formulation of the policies and system regarding professional and technical posts and qualification evaluation, reform of the system of professional titles, and carrying out the new system of recruitment of personnel for professional and technical posts. DEPARTMENT OF MOBILITY AND ALLOCATION

Formulation of the policies regarding the mobility of various kinds of personnel, development of human resources, and establishment of social adjustment mechanism for personnel mobility.

• Adjustment of personnel structure, and job-assigning for a few backbone persons required by state key construction projects and R&D programs.

• Participating in the reform of the job-assignment system for graduates from univer- sities and vocational schools.

Dispatch of government-sponsored students from non-educational institutions to study abroad, job-assignment after they returned to China, and their reassignment among different systems and professions.

Examination and approval of staff transfers from outside Beijing area to central government organizations.

DEPARTMENT OF TRAINING AND PERSONNEL

DEPARTMENT OF SENIOR CIVIL SERVANTS

• Administration, on behalf of the State Council, of senior civil servants, chief execu- tives and their deputies in enterprises and institutions affiliated to the State Council,
