The export quotas for textile products are
distributed by the MOFERT in accordance with the right to
deal with the export of textile products and garment
possessed by enterprises, and various comprehensive indices
on the basis, of merit. As regards the quotas for certain
commodities exported to the Hong Kong and Macao markets,
the MOFERT determines the quota level of the year for each
region and
and unit in the light of the capacity of the Hong
Kong and Macao markets and the changes in these markets.
There are also other commodities of which some are
distributed and managed by the MOFERT while some are
distributed by the State's specialized import and export
company under delegation by the MOFERT.
3. Import License Control
Regarding the control of import licenses, our
country at present manages import trade mainly in
accordance with "the Provisional Law on the Licensing
System of Imported Goods of the People's Republic of China"
promulgated by
by the State Council in January, 1984. This
kind of control is divided into two parts, namely, goods
which are subject to
licence control and goods which are

not
subject to licence
control.
