By the authorisation of the State Council, the
deals centrally with the examination and approval of
trade enterprises. Based

trade policies, laws and
decrees enacted by the State, the MOFERT examines, approves
and manages the external trade enterprises of the various
ministries and committees of the Central Government; those
operational units established directly
enterprises and
under the Central
Government and their branch agencies in
different places; the different types of external trade
enterprises set up in different provinces, autonomous
municipalities directly under the Central
regions,
Government's
constitution
control and the cities under planning. The
of each external trade enterprise, its scope
of business and the catalogue of commodities for import and
export are checked and ratified at the time of examination
and approval.
According to present regulations,
the following
conditions must be satisfied
before an external trade
enterprise can be set up:
(1) The
enterprise must be
separate from
administration; government
it nust be an
independent economic entity, having independent accounts
and is self-financing; (2) The enterprise must have a fixed
name, a complete constitution,
a well-defined scope of
