Observations by DD(A&P)/HD
-1. Overall, I gained the impression that most of the
institutions we visited, with the possible exception of
the HKMAO of the MFA, were either keen or well-prepared
to brief the HK delegation on their role, their mission
and their work. Mr. Zhao Jihua of the HKMAO of the MFA
gave a very, disinterested briefing on the role and work
of his office, and one was left wondering whether this
was basic disinterest or a reluctance to open up. In
contrast, Mr. Chen Guang Ming, Deputy Head of the
Second Department of the State Council's HKMAO, gave a
much clearer account of the work of his office and the
difference in role between the State Council's HKMAO
and the MFA's HKMAO.

All the staff of the State Council's HKMAO whom we met
impressed me as being very knowledgable about affairs
in Hong Kong. Wang Fengchao, Head of the Second Dept.,
was particularly impressive not only by the breadth,
but also by the depth of his knowledge of how Hong Kong
works. He was also quite prepared to answer rather
direct and pointed questions on the work of the JLG, on
how far Hong Kong interests figured in PRC's
considerations of policies towards Hong Kong etc. Most
HKMAO staff took pains to be congenial and avoid any
doctrinaire reference, with the possible exception of
