Introduction
Observations by SHW,
Leader of the Hong Kong Delegation
The visit by HK Government officials to China took
place between August 21 and August 31. During this period,
the world saw a Coup in the USSR, the house arrest of
Gorbachev, the collapse of the "putsch" and the declaration
of independence of Lithuania, Latvia, Estonia, the Ukraine,
Byelorussia, Moldavia and many others whose declarations of
independence were pending. Cocooneu in China, I read
glimpes of what was happening through reading the China
Daily, and the Asian Wall Street Journal and the South
China Morning Post. These papers were delivered to my room
rather fitfully, by rotation as it were, and never on the
same day. Notwithstanding the dramatic happenings in the
USSR, life for the ordinary people in China was apparently
untouched by the happenings in the outside world.
