The Commission was established in 1982 with ZHAO
Zhiyang as its first chairman.
LI Peng was the third
-chairman while the fourth and current chairman is CHEN
Yinghua.
There were 210 staff in the Commission which
comprises eight functional departments with the following
responsibilities
(a) First Department : Comprehensive development
programme
(b) Second Department: Payment system
(c) Third Department : Production system
(a) Fourth Department: Circulation
(e) Fifth Department : Agricultural system
(f) Sixth Department : Policies and legislation
(g) Seventh Department: Foreign systems
(h) Eighth Department : Overall prosperity
