MOFERT

was
formed in 1982 following an
amalgamation of the former Foreign Trade Department,
Foreign Economic Department and the National Import and
Export Committee of the State Council.

Its role and functions
concerned mainly
with
mapping out development strategy and programmes; studying
and implementing principles and policies; exercising
macro-control and economic adjustment; and providing
services and ensuring the successful development of China's
foreign economic relations and trade.

It comprised twelve departments dealing with
foreign trade controls, import and export, Europe, Asia and
Africa, America, foreign economic aid, foreign economic
co-operation, international liaison, foreign investment
control, policy research and system reform, trade
agreements and public relations.

Relations
In each province, there was a Foreign Economic
and Trade Office to co-ordinate and implement the
policies of MOFERT and to deal with economic and trade
matters at the provincial level.
Within the overall
policies laid down by MOFERT, each province was free to set
its own
plans.
