MACLEOD was born in Hong Kong on 18 August
1951. He obtained the qualifications of Bachelor of Laws and Postgraduate Certificate in Laws at the University of Hong Kong in 1979 and 1980 respectively.
After completing his pupilage in the Hong Kong Attorney General's Chambers in December 1982 he joined the said Chambers as Crown Counsel. In June 1985 he was promoted to Senior Crown Counsel and to Deputy Principal Crown Counsel
