Since
Visits
the revival of the Sponsored programme in December 1990, we have had two outward (Hong Kong to PRC) and three inward (PRC to Hong Kong) visits. Based on the practice of alternating visits by HKG and PRC officials, the next visit should be an outward visit in December 1991/January 1992. However, as it will be winter in Beijing, we have suggested to NCNA that the next visit should be of PRC officials to Hong Kong in January 1992. We have also suggested that this be followed by a visit of HKG officials to Beijing in March 1992.
NCNA have undertaken to consult the Hong Kong and Macao Office of the State Council on this.
We have given thought to possible improvements to the sponsored visit programme and would like to take the opportunity to make some suggestions to Chen Ziying when he visits in December. We intend suggesting to Chen that the number of delegates in each of the Hong Kong teams (currently 6 or 7) be increased to eight in order to allow more people to benefit from the programme (we might on occasions make use of the extra space to send an interpreter if there is a number of non-putonghua speakers in a HK delegation, the quality of the interpreters provided by our hosts has in any case been mixed). We do not intend to suggest that the Chinese side increase their numbers (currently 5/6 per delegation) but could accommodate an increase if they propose it. suggest to Chen that it would be useful to include more site visits in the outward programme (i.e. in China) so that our teams may see more developments on the ground.
