Similar arguments apply here.
There is a qualitative

difference between 500 tonne and 100 tonne boats. Furthermore,
an export would be very much easier to trace back to the UK since
there would be no third-country licensing agreement involved: Swan Hunter (Singapore) is part of Swan Hunter International. Although we should not prejudge any application it would be useful to
establish how we are to operate the guidelines where such sales are
involved.
