6. The proposition that HMG should make more use of go-betweens is one which gets a regular airing from those who know the Chinese scene. British businessmen in Hong Kong, like the Swires, are apt to argue the case for this, and the idea seems also recently to have arisen in the course of the Prime Minister's lunch for members of the Anglo-Hong Kong Trust. This is, I suggest, a subject which the Secretary of State might like to discuss further with the Governor and Sir Alan Donald on his forthcoming visit. It may be easier to decide what someone like Sir Geoffrey Howe might be able to do for us once we know how the present visit turns out. Meanwhile, if the Secretary of State agrees, I will send Sir Geoffrey Howe a further letter on the lines of that attached.
