12. Mr Moore said on several occasions that he would not be speaking publicly about Taiwan. He had spoken to
Lord Caithness in strict confidence and would be speaking also to Mr Rifkind and Mr Lilley. He was particularly concerned that nothing should get back to British representatives or companies in Taiwan, as had apparently happened on a previous occasion. He said that he had been invited to play a more active, and entirely private, role in developing links with Taiwan. He was considering this. He understood that
Lord Camoys of BZW was also interested in Taiwan. He expected a significant commercial lobby in favour of closer ties with Taiwan to build up in the next few years.
13. Lord Caithness would be grateful to know where we stand on the question of staffing and for any general comments you may have on the conversation. I should also be grateful if you could explain the significance of the Foreign Corporations Act.
