7. The German Minister of Posts and Telecommunications paid an unpublicised visit to Taiwan and met the President as well as the Prime Minister and a number of Ministers. During his visit to France the Taiwan Minister of Transport and Communications was reported to have announced that it had been agreed that an air service would be started, although technical discussions were still needed. China Airlines completed its first flight to Vietnam on 17 August in accordance with the agreement reached on 24 June, but the flights were soon suspended following difficulties put up by the Vietnamese side probably because of Chinese pressure.

8. There were a number of reports of a rift between the Premier Hau Pei-tsun and the President Lee Teng-hui. These arose from allegations that Premier Hau had been summoning military leaders to hear reports on the situation from them and that subsequently President Lee had directed eight military leaders to pledge their loyalty to the country rather than to any individual. potential conflict was resolved in a meeting between the two on 12 August when Hau confirmed his support of the President and in return received praise for his work.
