respective territories would not be used for any activity prejudicial to the security and national interest of the other country. In this context, the two ministers agreed to intensify their efforts to prevent smuggling of contraband and arms between the two countries.

The two ministers expressed their concern that terrorist and separatist activities are serious threats to peace, security and development in their respective countries. They agreed to coordinate necessary measures in the context of the SAARC convention on suppression of terrorism.

The Foreign Minister of Sri Lanka briefed the Minister of External Affairs of India on the situation in Sri Lanka and explained the constitutional, administrative and other measures taken by the government to restore, peace and normalcy and to guarantee the safety and security of all communities, including providing opportunities for their economic and social development. The Foreign Minister of Sri Lanka also detailed the threats to this process posed by the LTTE [Liberation Tigers of Tamil Eelam] which still remained unwilling [sentence incomplete as received].

Taiwan authorities should "treasure the development of cross-strait relations" (Excerpts from article by Yao Xiaomin [1202 1420 2404]) After the outbreak of the Gulf war, the Taiwan authorities also emitted a "suspicious war cloud" over the Taiwan Strait... saying that "the CCP may seize the opportunity of the Middle East war to attack Taiwan"... The cross-strait relations, which were becoming increasingly more harmonious and auspicious day by day, have suddenly been thrown into a “combat readiness” situation, as if armed conflict may break out at any moment.

As everyone knows, the rumble of gunfire over the Taiwan Strait has long been replaced by the friendly contacts between the people on both sides and their exchange and cooperation in the economic, trade, cultural, and academic fields... The CCP pointed out long ago that the Taiwan issue should be resolved by means of "peaceful reunification and the policy of one country, two systems"... The most valuable asset to developing cross-strait relations is mutual trust, and a prerequisite for promoting mutual trust is the increasing contacts between both sides. In this regard, instead of deepening the mutual understanding between both sides, the Taiwan authorities have placed obstacles everywhere. Specifically, they have often used the fact that the CCP has "not promised not to use arms in resolving the Taiwan issue” as a pretext to make trouble. As a matter of fact, the reason the CCP has "not promised not to use arms in resolving the Taiwan issue" is it may use arms to prevent Taiwan from being split up and to deal with the interference of certain foreign forces in Taiwan's affairs... Macao Basic Law

meets The Macao Basic Law Consultative Committee held its fourth plenary session on 28th January. The meeting called for the function of the special consultative group to be further brought into play and for comprehensive and in-depth consultative work to be continuously carried out.

The meeting stressed the need to step up contacts continuously with the drafting committee in the first half of this year, to follow progress in drafting the basic law and carry out in-depth consultative work. Regarding issues of concern to people in Macao and controversial problems, the meeting called on various special groups to hold repeated consultations through various channels so that a wider range of opinions may be solicited for the drafting committee.

Mongolian party leader visits Guangdong Province (FE/0983 A3/1 [1]) Gombojavyn Ochirbat, Chairman of the Central Committee of the MPRP, arrived in Canton on 30th January for a three-day visit to Guangdong Province. He was greeted by Xie Fei, secretary of the Guangdong provincial CCP committee. The two held talks later the same day. Ochirbat said that viewing Guangdong's achievements and experience in its reform and opening to the outside world was of use and practical significance for Mongolia's efforts to stick to opening to the outside world.
