Zhou Nan. Mr Maude asked for the Governor's impressions of Zhou Nan. Melancia said he was a strong character not an easy man to deal with but one who understood the problems. Zhou Nan had written a few weeks earlier suggesting a meeting next time the Governor was in Hong Kong. Melancia agreed with Mr Maude that it was important to get the Chinese to understand how Hong Kong and Macao work.
Nationality. Mr Maude asked about Chinese comments on Macao's passport policy. Melancia said there had been none. 90,000 people in Macao had Portuguese passports; they expected to have a total of about a hundred thousand by 1990. They were studying the possibility of an identity card scheme, as in Hong Kong. About 30% of passport holders were emigrating.
Portuguese Consulate General. Melancia implied that a site had not yet been decided, but agreed that one possibility was the museum next to the Protestant cemetary.
