More Vietnamese boat people leave Hong Kong for home A group of 50 Vietnamese boat people returned to Vietnam from Hong Kong on 24th April under the voluntary repatriation programme of the UNHCR. Indonesia and Papua New Guinea fail to reach agreement on border crossers The border liaison meeting between Indonesia and Papua New Guinea [PNG] in Madang failed to reach agreement on the repatriation of border crossers on 22nd April, the first day of the meeting. According to the head of the Indonesian delegation, 119 Papua New Guinean citizens from Sandaun Province had illegally entered Indonesia and were now living in Waris sub- district, Jayapura Regency, Irian Jaya. It was agreed that the Indonesian government would allow PNG officials to visit the border crossers in Waris, and arrange their repatriation if they agree. If they refuse, they will be allowed to stay in Waris with their families. The head of the PNG delegation said the PNG government would reject any application from PNG border crossers for Indonesian citizenship, adding that 21 such applications had already been rejected.

Altogether 5,826 Indonesian nationals have immigrated into the Western Province and Sandaun Province of Papua New Guinea. The Indonesian delegation agreed to take back the immigrants "without sanctions" if they wanted to return to Irian Jaya, and asked the PNG government to relay the decision. Vietnamese Vice Foreign Minister's visit Thailand (FE/1053 A3/6 [19]) A delegation of the Vietnamese Ministry of Foreign Affairs headed by the Vice- Minister, Le Mai, paid a working visit to Thailand on 22nd and 23rd April. The delegation held "cordial" talks with the Thai Foreign Minister, Asa Sarasin, who "expressed wishes that the two countries would cooperate with other countries and make positive contributions so as to achieve a comprehensive, long- term solution to the Cambodia issue”. During two rounds of talks between Le Mai and the permanent secretary of the Thai Ministry of Foreign Affairs, Witthaya, the two sides "basically agreed" on the draft agreement to set up a joint committee for economic, trade, scientific and technological cooperation, which will be presented to the two governments for signing in the future. Huang Hua meets Thai press delegation

Hua, standing committee member of the Central Advisory Commission of the CCP, met a Thai press delegation led by (?Sakthip Krairiksh), director-general of the Information Department of the Foreign Ministry, in Peking on 24th April. They had a friendly conversation on relations between the two countries and between their press circles, and on international issues of common concern. Guo Chaoren, deputy director- general of Xinhua News Agency, was present at the meeting.

This evening, Guo hosted a dinner for the Thai guests. The Thai delegation, as guests of Xinhua, arrived here on 23rd April for a ten-day visit to China. (Xinhua News Agency, Peking, in English 1051 gmt 24 Apr 91)
