Macao Basic Law committee meets Five special groups from the Committee for Drafting the Basic Law of the Macao Special Administrative Region (MSAR) ended an eight-day meeting in Guilin on 7th June. Common understanding was achieved on most of the articles in the MSAR's draft basic law, including on some disputed articles. Drafters in the five groups discussed matters concerning the political system, basic rights and duties of residents, the relationship between the MSAR and the central government, cultural and social affairs, and the economic system. "According to sources, the current meeting is conducive to the first enlarged committee meeting of the MSAR's basic law drafters to be held from 17th to 19th June in Peking and to the publication of the draft Macao law next month.” (Xinhua News Agency, Peking, in English 1436 gmt 7 Jun 91)

South Korean Defence Ministry denies remarks on North's missiles (FE/1089 A3/3 [11]) The South Korean Defence Ministry on 7th June categorically denied ever suggesting that Libya has a contract with North Korea on building a new type of Scud missile of 1,000 km range. An official statement claimed the Ministry has never said there was such a contract and added South Korea does not believe that Libya will seek military cooperation with North Korea. "The Defence Ministry, on recent press reports about North Korea-Libya 1,000 km-range Scud missile development, completely denies that it ever made such remarks," the statement said.

"South Korea values highly its economic cooperation with Libya and hopes such ties will continue in the future," the statement said, "and we do not anticipate that Libya will pursue military cooperation with North Korea." (Yonhap News Agency, Seoul, in English 1002 gmt 7 Jun 91)

Synchronizing with this, the South Korean authoritics set afloat the preposterous lic that the DPRK signed a secret agreement with a Mideast country on the production of missiles and media of the United States and other Western countries made much ado about it. South Korean Foreign Ministry urges North to sign nuclear accord (Text) Commenting on North Korea's announcement on its plan to sign the Nuclear Safeguards Accord today [8th June], a Foreign Ministry official said that South Korea will watch North Korea until it signs the Nuclear Safeguards Accord, calling on North Korea to immediately sign the Nuclear Safeguards Accord, a duty it is required to fulfil as a signatory to the Nuclear Non-Proliferation Treaty. The government official said: In particular, North Korea's insistence on changing some words in the standard agreement and on holding a meeting of specialists with the International Atomic Energy Agency is a breach of norms which makes people wonder whether it is really interested in signing the nuclear safeguard agreement or not.

This official said: However, given the norms that signatories to the Nuclear Safeguards Accord accept the words in the standard agreement without conditions the possibility cannot be ruled out that North Korea's statement that it would sign the accord during the regular session of the IAEA in September after holding a meeting of specialists next month may be a remedy designed to block the adoption of the resolution calling on North Korea to sign the accord, which is considered to be certainly adopted at the IAEA council meeting scheduled for 10th June. CPRF statement on arrest of Mun Ik- hwan (Excerpts) The Committee for the Peaceful Reunification of the Fatherland [CPRF] issued a statement Friday [7th June] vehemently denouncing in the name of the entire nation the reimprisonment of Rev Mun Ik-hwan by the South Korean fascist group as a vicious challenge to human rights and democracy and an anti-national criminal act of those who oppose reunification and seek "two Koreas". The statement reads in part:...

The brutality of the South Korean rulers in persecuting Rev Mun, a visitor to the North, by invoking the "National Security Law" is an open provocation against us. This is an anti-reunification act deliberately worsening the North-South relations and laying a grave obstacle in the way of North-South dialogue... The destiny of the South Korean authorities rushing headlong along the anti-communist and fascist road will be little different from the miscrable doom of the defunct dictators...
