5. Smuggling
Dias said smuggling of motor bicycles was rampant, but few cars were smuggled. He agreed this was largely because there were fewer convenient loading places for cars in Macau, and motor- bikes were more common and easier and quicker to dispose of. He said he had evidence the Marine Police were closely involved and that Ribeiro would crack down on this soon (he implied with Vieira's firm blessing).

Violence
Dias said apart from the usual criminal elements all the violence was directed at STDM (Stanley Ho's gambling and tourism company). He had evidence, although Stanley Ho had denied it in a letter, of Ho bringing in triads. There was a Taiwanese connection, and (Dias thought) there was some agreement related to Ho's Macau Jockey Club purchase about this. He had in addition warned Ho's sister Winnie about inadequate security for money deposited from the smaller casinos in the bank. There had now been 3 violent attacks in Macau (a man from Hong Kong was killed that morning) entirely related to STDM. Ribeiro had already put this problem at the top of his priorities.

Transition
He
Dias said the Police Academy opened last year in Coloane would train Chinese officers, and that there would be exchanges with the Chinese Public Security Bureau (PSB). They had excellent relations with the Guangdong PSB (2 formal meetings a year). hoped before long to train up a small General Duties squad, with help from Hong Kong and Portugal (whose force had in turn been trained by the SAS). This would be particularly important before the airport came into operation.

Equipment
Dias said the Marine Police had recently bought some new light patrol craft from the USA and might need some bigger vessels. have alerted Vospers and Fairey Marine by fax to this potential opportunity.

Towards the end of our discussion the Chief of Police assured me there was in his view no threat to the British community in Macau, and that criminal violence and activity had
