During the period under review, media coverage was accorded to a mixed bag of news, including the draft Basic Law, the new airport and land issues. Also reported were Portugal's general election and celebrations for China's national day.
Elections

Portugal's general election on October 6 was reported by a few papers (78.10). The reports noted that the ruling Social Democratic Party (PSD) won a landslide victory and maintained an absolute majority of seats in the Parliament. Wah Kiu Yat Po (7.10) said that eligible voters in the enclave had not been enthusiastic to cast their ballots. The paper quoted the Under-secretary for Education and Administration, Dr Jorge Rangel, as saying that the low turnout was due to a lack of election campaigns in the enclave by participating parties.
Wah Kiu Yat Po (8.10) quoted news editor Leung Chi-sang as saying that the election results would not have any immediate impact on the enclave. However, the PSD had proposed to amend the Constitution in 1996, a move likely to affect the enclave's administration during the transition. Political commentator Ng Kwok-cheung was quoted by the paper as saying that PSD's victory in the elections would enable it to amend the Constitution, which would involve shifting the administrative authority over the enclave from the President's Office to the Portuguese Government. On the low voter turnout, Mr Ng said the main reason was that most locally-born Macanese were of the view that political parties in Portugal had failed to give any pledges to safeguard their interests.
China's National Day
Remarks by the Governor, General Rocha Vieira, and the Director of NCNA Macau Branch, Guo Dongpo, at a reception to celebrate China's national day were carried by a few papers
(1.10). Mr Guo was quoted as saying that Sino-Portugal co-operation and communications should further be strengthened, with a view to enhancing the prosperity of the enclave. General Vieira said that Portugal and China, on the basis of mutual trust and co-operation, would work for a harmonious relationship and smooth development among different interest groups in the
enclave.
Basic Law
At the invitation of the HK and Macau Affairs Office, five professional bodies in the enclave had been invited to Peking to express their views on the draft Basic Law, Wah Kiu Yat Po (8.10) reported.
