Ho continues to tread a careful path in Macau. He is not shy of criticising Stanley Ho or the Zhuhai government but does not criticise the Governor (except for his indecision on financing the airport) or the NCNA. He has all the right qualif- ications to lead Macau post 1999 except perhaps age, but I recently heard for the first time that NCNA Foreign Affairs Vice Director Ke Xiaogang might also consider himself as a possible candidate for Chief Executive. Ke was of course born in Macau.
