Xiao Weiyun is also a member of the Research Institute on Hong Kong Law. This makes this book particularly significant as one may expect to find material in it which will reflect or influence the views of the Chinese members of the Institute and possibly Chinese members of the Basic Law Committee in their turn. It would, I believe, be helpful to have translations, or at least summaries, for our future guidance.

2.

The synopsis prepared by Mr Wye makes it extremely difficult to be selective. At the optimum, the only two chapters which I think one could willingly do without are Chapter X, section 1, and Chapter XII. But if one is forced into making more limited choices, my own selection would be Chapters I, III, IV, VI and IX, section 4.
