Socialist legislation in our country takes economic construction as its centre and has grasping the 4 basic principles and grasping the policy of
reform and opening to the outside world as its guiding ideology; this was produced from the actual circumstances in China, and as far as China's domestic situation is concerned is completely appropriate and correct.
However in the circumstances of `one country - two systems' legislation in Hong Kong SAR must spring from the actual conditions in Hong Kong and use a legislative ideology that is appropriate to Hong
Kong and therefore cannot wholesale appropriate the methods used in China. The guiding ideology for legislation under one country two systems' must take as its staring point national unity and sovereignty and the reconciliation of contradictions between two systems. It must also help develop the coexistence of the systems. Starting from this point it must have the principle grasping two things and being beneficial to two things. The things that have to be grasped are national unification sovereignty, and no change in the capitalist system of Hong Kong over the long-term. That is although we must take socialism as main principle within our sovereign borders, at the same time we must ensure that the Hong Kong SAR does not operate the socialist system and policies and will maintain its capitalist system and way of life for 50 years without change. Being beneficial to two things means that it must be beneficial to national unification and to modern socialist construction as well as being beneficial to long-term prosperity and stability of Hong Kong. It is only with the guiding ideology of these two grasps and two beneficials that the principles and policies of one country two systems' can probably be operated in legislation. We can thus say that this is the development of the guiding ideology and basic principles for our country's legislation under `one country - two systems'.

In order to put this guiding ideology properly into practice when laws applicable for the Hong Kong SAR are being drawn up the following basic principles must be grasped in the course of legislative work.

i. In legislation, national unity and sovereignty must preserved, similarly a high level of autonomy for Hong Kong must be put into practice and there must be a high level of integration between flexibility and principle.
