Notes page 12, note 76: We should not of course accept that it is a humiliation for the Prime Minister to visit Peking to sign the memorandum on the airport. And the question why sensible practical arrangements could not have been made earlier would have a number of answers including that the Chinese Government was not ready to do so. We should be grateful if you could look again at this wording.
