backed down, and I am glad that during my visit we were able to get Li Peng formally to state China's commitment

both to the letter and the spirit of the Joint

Declaration. I intend to hold him to that. It will be

easier to make progress if the general atmosphere is one of co-operation than confrontation, but that does not depend solely on London or Hong Kong, and I shall not flinch from tough decisions if I believe that they will

promote Hong Kong's interests.
