On the third point, any suggestion of varying the terms and conditions of service of expatriate officers post-1997 would obviously be very sensitive and would no doubt lead to pressure on HMG to intervene on the basis that this was a breach of the JD.
4. We would be interested in comments from HKG and other addressees on these various points. One other point which this chapter plays up (at the end) is the position of foreign advisers to the SAR Governor. I wonder whether any thought has been given to the appointment of some high-powered advisers in the period before 1997 to assist in maintaining the quality of the public service in Hong Kong once the nationality restriction on the holders of the highest offices comes into force?
