Non pensionable public servants are hired by registration by the Employment Section of the Labour Department of the Hong Kong Government. Both these two categories of public servant have a fixed probationary period at the start of their service. period of service of contract personnel is usually 2 to 3 years.

Recruitment and promotions to the middle and senior ranks of the Public Service are subject to the advice of the Public Service Commission. This Commission was established in 1950 and is independent of Government. The Commission has a full-time Chairman and leading citizens serving as members who are appointed by the Governor.

Appointment. Secretary level public servants in the Hong Kong Government and the heads of few other important Departments are appointed by the British Foreign and Commonwealth Office. Heads of Department, most administrative officials and a small number of high ranking police officers are appointed by the Governor. Lower ranking officials are generally appointed by the heads of their Department.

Promotion. There are 4 conditions for the promotion of full-time civil servants: 1) good conduct, 2) sufficient ability, 3) rich experience and 4) appropriate qualifications. Low level public servants are promoted according to their length of service and rise one rank each year. If a vacancy appears in a high ranking Civil Service position it is usually filled through promotion. If there is no suitable person, then the appointment may be made through open advertisement.

Training. The Civil Service Training Centre conducts a wide range of management language and computer courses and co-ordinates the training undertaken by public servants at local and overseas institutions. Their is also the Senior Staff Course Centre which runs two 3 month Senior Management Development Programmes each
year.

Discipline. The Hong Kong Government investigates the activities and conduct of public servants every year.
There is a disciplinary code which applies to all public servants. It provides sanctions against misconduct and substandard performance where other staff management measures fail while safeguarding the rights and interests of individual public servants.
Public servants of foreign nationality enjoy a number of political privileges such as occupying several of the more important higher level position in the Hong Kong Public Service and in their welfare and conditions they enjoy better treatment than local public servants. For example, the salary and benefits of a foreign high level public servant is considerably better than that of a local public servant with the same education and qualifications.
