The HKMAO is headed by a Director responsible for both Hong Kong and
Macao Affairs. There are two Deputy Director posts, one for each terri -
tory; the Hong Kong post has been unfilled since early 1990. The Hong
Kong side of the HKMAO is divided into two divisions: Division I deals
with the Basic Law, visits by the Governor and Ministers, and other
non-JLG related matters. Division II deals with JLG-related business.

CHEN ZIYING ( 陈滋英
), DIRECTOR
Succeeded Wang Jiaji (who departed to the Chinese JLG office in July 1988) in mid-1989 as Deputy Director, and Guo Fengmin (who took over leadership
of that office from Ke Zaishuo in 1990) in 1990 as Director.
Born in Peking, 1932. Graduated from Peking University in 1953, having majored in Western literature.

Served in Holland 1978-80, and London 1982-86, first as First Secretary
then as Counsellor specialising in Hong Kong affairs. A member of the
Chinese team at JLG I-IV. Returned to Peking 1986. Ambassador to Portugal 1987-89. Has visited parts of the Middle East (Iraq, Egypt). gent and articulate interlocutor. Happy to indulge in social
on a wide range of topics, but sticks closely to his brief on
matters. Collects Qing dynasty postage stamps and is said to be Shakespeare.
Married to Ren Jinmei.
Speaks excellent idiomatic English.
