relations among production, supply and marketing, particularly with respect to agricultural products. During the eighth and ninth five-year plan periods, we should gradually solve the problem of irrational price ratio between industrial and agricultural products, improve commodity circulation policy, unclog commodity circulation channels, and arouse the enthusiasm of local governments and producers. In short, we should create a good environment for agricultural development.

Text of report

More than 100,000 labourers from Sichuan, Hunan and other provinces have continually entered Guangdong, causing tremendous pressure on society.

According to the statistics compiled by the Canton city Spring Festival Transportation Command, since 18th February, the number of passengers arriving daily at the Canton Railway Station has suddenly increased from 20,000 to 45,000. In the past few days, the number has increased by 20,000 daily and currently has reached between 90,000 to 100,000, a record figure. It is understood that most of the sudden increase in southbound passengers are labourers. Apart from the old labourers making the trip back to factories in Guangdong after visiting relatives in the north, about 30% of the labourers are peasants who have blindly come to Guangdong to look for work. When this report was written, more than 100,000 labourers from other provinces had blindly entered Guangdong and the number is rising.

Because there are already massive surplus labour forces awaiting employment in Guangdong, it is very difficult for most labourers from other provinces to find work there. In Canton city and Dongguan and Baoan in the Pearl River Delta, this reporter saw many jobless labourers who could not find food to eat during the day and a place to stay at night.

Officials of the relevant department in Guangdong Province have called on departments concerned in the fraternal provinces to cooperate in dissuading labourers in their respective provinces from blindly going south to Guangdong.

approved by the Political Bureau of the CCP Central Committee. The decision pointed out that Xu Jiatun, who was also former director of Hong Kong branch of Xinhua News Agency, left abroad without permission on the evening of 30th April 1990 in disregard of the party's discipline. The decision said that despite the party's repeated, patient efforts to educate and redeem him, Xu has stuck to his wrong course and failed to return up to now. Moreover, he has mixed himself up with anti-communist elements.

The decision said that Xu, as a senior party cadre, has deserted the party and the people by his actions and has created a very bad impression both at home and abroad. He has thus completely forfeited his party membership. To maintain the purity of the party organization and enforce the party discipline, it said, the Standing Committee of the CCP Central Advisory Commission and of the CCP Central Commission for Discipline Inspection have decided to remove Xu from his post as a member of the Central Advisory Commission and expel him from the party, and will submit the decision to the next plenary session of the CCP Central Advisory Commission for confirmation.
