On the positive side, some will perceive the

repeal of section 2 of the 1911 Act as making it more

difficult for the SAR Government under Chinese 'influence'

to revert to the more stringent previous measures,

complying with the Bill of Rights, and will therefore

support it.

PUBLICITY

24.

A press release will be issued and a spokesman

made available. The general line will be that this is

simply a consequential amendment arising from changes to

the UK Act.
