course. It is possible that we may wish to repeal the application of the Official Secrets Act to Hong Kong and replace it with new Hong Kong legislation requiring no adaptation, or only minor 'midnight' adaptation, that would be neither localisation nor adaptation.
A revised draft Executive Council Memorandum incorporating the above points as appropriate is enclosed herewith for your reference.
Could you please let me know if you have any further comments on the draft Memorandum? We intend to seek Executive Council's views on this issue in June 1991 and, subject to Members advice, thereafter ask you to arrange for the 1989 Act to be extended to Hong Kong in the autumn of this year. Do you wish us to provide a draft of the Order-in-Council?
