Further to your telephone conversation yesterday with Jim Morris, I am grateful to you for letting us know the timetable for submitting the Order in Council to Ministers etc. such that the Act can be extended to Hong Kong by mid August 1991.
I enclose herewith a copy of a first draft of the Order in Council which has been prepared by the Legal Department here. We hope to finalise his draft next week and I shall fax a final version as far as we are concerned on Friday, 5 July 1991. In the interim, it may be useful for your Legal Advisers to have a look at the draft. We would of course be happy to have any comments from them as and when convenient.
