COOPERATION WITH CHINA ON CRIMINAL MATTERS

Just in case the Minister of State has a chance to
glance at this before his lunch today with the Governor, I
attach a draft submission on the above subject, which we are
seeking to clear with interested departments. It is a
sensitive matter, where Hong Kong and British opinion may differ. Hong Kong hoped to put their new procedures into
felt operation earlier this month, but we feel that the Minister
of State would wish to take a view and that adopting the proposed policy before the Prime Minister's visit could be risky. But decisions are needed soon, and we shall subrict properly next week
