The Secretary of State was grateful for Mr Cox's submission of 6 September and for comments by Lord Caithness.
The Secretary of State is not entirely happy that there should be no check on this in London, particularly given that our international obligations are involved. Is there any scope for the Home Office and/or the Foreign Office to be consulted on a case by case basis? The Secretary of
State would welcome further advice.
