HONG KONG: CO-OPERATION WITH CHINA ON CRIMINAL MATTERS

A
1. The Secretary of State was not entirely happy that there would be no check in London on action taken by Hong Kong to
provide information to China to assist with prosecutions.
He asked whether there was any scope for the Foreign Office
or the Home Office to be consulted on a case by case basis.
Recommendation
B
2. I recommend that we should not seek to become involved
on each and every case but that we should establish a system
with the Hong Kong Government whereby they consulted us in
advance on cases which they considered were likely to cause
political controversy. The Home Office have been consulted
and do not wish to be involved. ERD and UND are content.
