Possible Resumption of Judicial Executions.

Expressing my concern at the possibility of the reinstatement of execution of the death penalty. While any such resolution of the Council would still leave the Governor free to make s own decision, clearly he would be under pressure not to commute all executions. Unfortunately, it would seem the UK's decision to make abolition permanent was not extended to Hong Kong
I am sure there is no need for me to rehearse the position and indeed the approach of 1997 makes the reintroduction ill-timed. I should very much hope you would be using our influence to reassure the Council of support for other measures while avoiding the adoption of this course of action.
