Capital Punishment in the Caribbean Dependent Territories
The Secretary of State was grateful for the Minister's minute of 16 January sketching out the way ahead on capital punishment in the Dependent Territories. He agreed with paragraph 4 of Mr Lennox-Boyd's minute - that we now needed a meeting of Ministers to consider the subject. The Secretary of State asked me, therefore, to approach the Lord President's Office to float an informal Ministerial meeting under the Lord President's chairmanship, to include the Ministers most closely involved (but not at this stage the Prime Minister). I have now done so and await a response. The Secretary of State has said that while he would be willing to attend such a meeting, he would be glad if Mr Lennox-Boyd were also able to do
so.
